医学博士, 广州医科大学兼职教授。世界著名的呼吸危重症专家, 美国医学科学院院士，在呼吸疾病的遗传基础以及炎症性肺损伤预防和治疗方面取得卓越成就。曾担任约翰·霍普金斯大学（Hopkins University）肺科和重症监护医学部主任（1998-2005年）、芝加哥大学医学系主任（2005-2009年）和UIC的副校长（2010-2012年）。同时，Garcia教授曾担任伊利诺伊大学（University Of Illinois）的副校长，以及伊利诺伊大学芝加哥分校（University Of Illinois At Chicago）厄尔·M·贝恩（Earl M.Bane）医学、药理学和生物工程教授。发表SCI研究论文500篇，影响因子累计超过2000，他引次数超过52,000次，H index 111。
